If the initial SRA process achieves its goal of stabilizing the finances of EWU, what would be the purpose for the regular SRA once every 5 years?

The reality is that circumstances change over time and the results of changes implemented following SRA will alter the EWU’s character in a positive way.  Some things deemed to be strong performers in 2023, based on historical data, may no longer stand out as favorably five years down the road.  Additionally, new data may be collected and be usable to reach updated conclusions.
