Project:
Eastern Washington University seeks architectural/engineering design and construction phase services for the renovation of Albers Court Improvement project. The proposed project scope will be to enclose a 10,000 square foot open-air courtyard bordered by covered walkways serving a multi-building complex containing physical education, student recreation and athletic facilities. The project is intended to maximize the opportunities for growth and expansion of the Athletic Training program while meeting other academic, athletic and storage needs. The anticipated Maximum Allowable Cost of Construction (MACC) is $3.4M. Per the requirements of RCW 39.94.020, this project must be designed, constructed, and certified to at least the LEED silver standard.
Scope of Service:
Pre-design services will be performed by the University and a written program will be made available to the chosen consulting firm at the conclusion of the selection process. The University is seeking proposals from qualified architectural firms. Applicants should only include information in their proposals pertaining to their own firm’s experience and qualifications and not for any sub-consultants that they may use on the project. Sub-consultants will be chosen at the discretion of the selected consultant with the owner’s approval.
Submittal Requirements:
Submittals must be received at the Construction and Planning Services Office, 1115 Cedar St, Rozell Plant, Eastern Washington University, Cheney, WA 99004-2464, by 3:00 p.m., Friday, July 26, 2019.
Consultant selection will be based on EWU’s established procedures. To be considered for selection, prospective consultants are to provide:
- Provide five (5) copies and one (1) electronic .pdf on CD or thumb drive containing;
- Cover letter; sub-sections addressing the four criteria for selection which are
- (a) Qualifications of Key Personnel,
- (b) Relevant Experience,
- (c) Performance on Previous Projects,
- (d) Firm’s Ability to Perform Requested Services;
- Completed Federal Standard Form 330.

Selection Process:
Voluntary MWBE goals of 10% minority, 6% women, and 5% WA small business and 5% veteran-owned business have been established for this project. Achievement of the goals is encouraged. However, no minimum level of MWBE participation is required and such goals will not be used as a criterion for selecting contractors. EWU is an affirmative action employer.
