Project:

This project will, at a minimum, replace a portion of the campus 15-kV primary feeder network conductors and vacuum switches. Replacement of aged 15-kV conductors and below grade switches is intended to increase system reliability, operational safety and distribution system flexibility.

 

Scope of Service:

The University is seeking proposals from qualified Electrical Engineering firms.  Applicants should only include information in their proposals pertaining to their own firm’s Design and Construction Administration experience and qualifications.  Do not add information for any sub-consultants that may be considered for this project.  Sub-consultants will be chosen at the discretion of the selected consultant with the owners approval.

 

Submittal Requirements:

Submittals must be received at the Construction and Planning Services Office, 1115 Cedar St, Rozell Plant, Eastern Washington University, Cheney, WA 99004-2464, by 3:00 p.m., Friday, September 20, 2019.

Consultant selection will be based on EWU’s established procedures. To be considered for selection, prospective consultants are to provide:

  • Provide five (5) copies and one (1) electronic .pdf on CD or thumb drive containing;
    • Cover letter; sub-sections addressing the four criteria for selection which are
      • (a) Qualifications of Key Personnel,
      • (b) Relevant Experience,
      • (c) Performance on Previous Projects,
      • (d) Firm’s Ability to Perform Requested Services;
      • Completed Federal Standard Form 330.
  • Please be concise and do not include information that does not pertain/relate to this project

Selection Process:

Voluntary MWBE goals of 10% minority, 6% women, and 5% WA small business and 5% veteran-owned business have been established for this project. Achievement of the goals is encouraged. However, no minimum level of MWBE participation is required and such goals will not be used as a criterion for selecting contractors. EWU is an affirmative action employer.

EWU reserves the right to continue with the consultant selected or has the option to conduct a new consultant selection process for future services beyond those advertised above.

 

Proposed RFQ Timeline:

  • Submittal deadline:

  • Evaluation:
    • September 23, 2019 to October 7, 2019
  • Finalist Notification:
    • October 9, 2019
  • Interview scheduled:
    • October 21st to October 24th, 2019
  • Award:
    • November 8, 2019
  • Notice to Proceed:
    • Mid December, 2019
