Project Phases and Timeline

Note: The key activities and timeline may be adjusted as needed.

Phase I – Key Activities and Deliverables by Gallagher

  • Meet via telephone/online platform to initiate the project and discuss timelines and key deliverables.
  • Collect data such as salary material.
  • Discuss/review the strengths and weaknesses of the current classification systems.
  • Discuss developing philosophy and supporting strategies.
  • Confirm the project comprehensive timeline for completion of all tasks included herein.
  • Conduct project leadership and employee discussions about the University’s focus for successful project outcomes.

Phase II – Key Activities and Deliverables by Gallagher

  • Review/analyze current job descriptions/documentation and make recommendations on any changes to current classification plan.
  • Clarify jobs
  • Review exempt and non-exempt classifications to ensure proper Fair Labor Standard Act (FLSA) and Washington State Minimum Wage Act (WMWA) status.
  • Recommend standard classification and titling conventions.
  • Conduct a complete diagnostic review of current EWU practices.
  • Create a common template and process for formatting, updating and reviewing job descriptions on an ongoing basis.

    Integrate Published Survey Sources:
  • Identify appropriate published survey sources.
  • Collect market data from published survey sources using data cuts from public, private, local, state, and regional sources.

Phase III – Key Activities and Deliverables by Gallagher

  • Conduct presentations to the HR/leadership prior to completion and at the time of completion, at times and in a manner agreed upon with the University.
  • Conduct meetings with HR/leadership at critical intervals to discuss deliverables.
  • Develop draft and final report and presentation and conduct quality assurance reviews.
  • Provide training for staff, including necessary tools to maintain the system.

Phase IV – Key Activities University

  • The Executive Leadership Team will receive the final report from Gallagher.
  • The Executive Leadership Team will review and assess the Gallagher report.
  • Executive Leadership will identify a final proposed plan.
  • The University will provide PSE with a copy of the proposed plan and there will be an opportunity for bargaining.
  • The University will provide employees with notice of their position placement within the new salary structure. Each employee will meet with their supervisor to review their classification.
  • The final plan will be implemented in phases to account for budget considerations.
